I'm not sure I understand the problem.
It sounds like Outlook/DAMO is trying to start when Windows starts. Do you have Outlook or DAMO in your startup folder? DAMO should not be starting on its own, it should only be initiated when you start Outlook, after Windows has loaded and all of your network connections have been reestablished.
If you can't figure out why Outlook/DAMO is starting on system startup, after you have clicked the "ok" to dismiss the dialog, check task manager for the following processes and end them:
nwrdaemn.exe
outlook.exe
You will then be able to start and run Outlook/DAMO.
